CMS Releases Proposed Rule for 2019 Medicare Quality Payment Program

In July, CMS released its proposed policies for Year 3 (2019) of the Quality Payment Program via the Medicare Physician Fee Schedule (PFS) Notice of Proposed Rulemaking (NPRM). CMS is seeking comments on a variety of proposals in the NPRM. Comments are due by September 10, 2018.

You must officially submit your comments in one of the following ways:

  • Electronically, through
  • Regular mail
  • Express or overnight mail
  • By hand or courier

Some proposed changes for MIPS Year 3 include:

  • Adding a third volume threshold criterion to determine eligibility
  • Adding 4 new eligible clinician types (Physical Therapist, Occupational Therapist, Clinical Social Worker, and Clinical Psychologist)
  • New Quality and Cost category weights
  • Facility-based scoring for the Quality and Cost categories
  • Submitting data via multiple collection methods in the Quality category
  • 8 new episode-based cost measures
  • New scoring methodology in the Promoting Interoperability category
